UK Councils Plan to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a new study of municipal councils, UK councils are preparing to sell social clubs, sports centres, and retail spaces as they rely on a fire sale of properties to balance the books.

Increasing Financial Challenges Prompt Asset Sales

The Key Cities Group representing second-tier cities in England reported that 60% of local authorities are intending to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Councils have previously come under fire for disposing of playing fields and land to support their finances, but they argue they must continue to raise vital cash from property disposals or face insolvency.

This coalition said that a significant number of councils attempting to generate funds from a quick sale of holdings represented “a distinct shift from 2024, when the largest share (six in ten) of local leaders said they would focus on service redesigns and using savings to weather growing financial challenges.”

Detailed Cases of Planned Disposals

Medway Council in southeast England said its property management strategy featured the sale of a shopping centre in a local town and a social club in another town to raise £20m over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be sold under the plan.

Local Levy Rises and Wider Financial Strains

This research of local authorities in the key cities group, which includes several urban centers, further found that over seven in ten of councils will have to increase council taxes next spring to cover the rising cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council explained it will press ahead with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these require time to deliver both better provisions and cost efficiency,” stated a council leader.

He added: “There are demographic pressures which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

Countrywide Patterns and Forecasts

A survey of regional authorities this week also found council budgets being stretched by the increasing figures of young people and older individuals requiring special educational assistance.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Ministers have put off scheduled changes to the Send system until next year after a white paper outlining those changes has been postponed.

Deprivation and Financial Shortfalls

Based on the most recent deprivation measures (IMD) covering English councils, several key cities members were among the most disadvantaged in the country.

  • “Member cities like several major towns rank in the top 30 nationally under the 2025 deprivation indices,” said the report.

“Although only one key city is in the top 10 for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of the nation. The data highlights the extent of challenges facing local leaders across major urban centers in the next twelve months,” the report concluded.

“Local government leaders have been clear about the need for a equitable and lasting financial structure that accounts for and addresses the real levels of deprivation and need,” stated Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the detriment of their residents.”

A fifth of councils have reduced or weakened social care provision in the past 12 months, the study revealed.
